1. deb 패키지 다운로드 받기
sudo apt reinstall --download-only -y telnet
2. apt reinstall --download-only -y 로 다운받은 파일의 위치한 경로는
/var/cache/apt/archives
3. 다운로드 받은 패키지 설치 방법
sudo apt install /var/cache/apt/archives/telnet_0.17-44build1_amd64.deb
4. 패키지 의존성으로 인해 설치가 실패하는 경우 강제 설치 방법 (-f 옵션 추가)
sudo apt install -f /var/cache/apt/archives/telnet_0.17-44build1_amd64.deb
